President of the Republic Vaclav Klaus appointed Stanislav Gross to the office of Prime Minister and commissioned him to construct the Government of the Czech Republic.

Prime Minister Vladimir Spidla handed in to the President of the Republic Vaclav Klaus a decision on the government's resignation. The President of the Republic accepted the resignation and concurrently handed over to Vladimir Spidla a commission applicable also for all the current Ministers to temporarily execute government's offices until a new government is appointed.

Vladimir Spidla to conduct the Ministry of Justice, and upon the Prime Minister's proposal, pursuant to the Art. 68 para. 5 of the Constitutional Act of the Czech National Council No. 1/1993 Coll., the Constitution of the Czech Republic, appointed LL. D. Karel Cermak the Minister of the Czech Republic Government and commissioned him to conduct this Ministry with effect from September 17, 2003.
